Hi
is there an outage in victoria? your scrolling menu states "Victoria No Known Issues"!
a tracert test to www.microsoft.com shows a time out @ people.net.au
a tracert test to www.peopletelecom.com.au shows a time out @ swiftel.com.au
any answers

Nope, seeing the same thing here as well. Most sites wthin Australia seem ok but all the overseas sites I've tries all fail. I'm off the Boronia exchange. Looks like a international link issue or a feed issue with their upstream providers.
Here are a few traceroutes I've done
You will see they all fail after hitting 218.214.17.249
